This method is characterized by accuracy and its ability to reach the level of analysis to most accurate details, but it is difficult to apply it in developing countries ports, due to large number of data, information and long experience required. Some of these conditions are as follows:1 -An accurate and specific forecast of movement of transport and cargo handling equipment in the future.2 - Availability of experts to development of models or in their use.3 -It is necessary to allow sufficient time to collect data, define the model, test it and track its results for a long time.Second: The Basic Method According to this method it is observed port work system, which consists of several subsystems working together, and that the maximum performance achieved in the work of the port is determined by the branch forms bottle neck. The port operations can be likened to a fluid flowing through a tube of several diameters of different capacities. The fluid flow is controlled by the narrowest diameter of the tube. The advantage of this method: it shows the way through which goods flow and can measure potential capacity or ability of any port, to identify places of bottle neck presented in the path of goods flow system through port. In addition, the statistical methods involved in this method are favored by experts of the UNCTAD.There are three ways that goods imported through the port can take, as follows:
