Port capacity is defined as \cargo traffic, expressed in tons, during a certain period of time starting from the arrival of the ship to port until its departure under the conditions of using handling equipment.\port%u201fs capacity is represented by the sum of the capacities of the front berths, the river berths, and the anchorage, but the most important capacity is the capacity of the front berths that serve internal means of transport and warehouses It is necessary to distinguish when measuring the port%u201fs capacity between the possible and actual or exploited and maximum capacity level. the possible capacity level is achieved if all the sub-parts of the port system are exploited and operated on a regular and continuous basis without stopping during the period of time allocated for operation. this means that the possible capacity level expresses the working rate at prevailing natural without any obstacles, but if the situation is otherwise, the level of possible capacity will decrease to actual level of capacity and the difference between them is what is known as stagnation. This distinction has a major role in calculating and analyzing capacity by following the model of the basic method. maximum capacity level is the level achieved in the case of full operation of port with the maximum possible efficiency and for a period of 24 continuous hours. efficiency of the port can be defined as \reduce the time spent in the operations of loading and unloading ships and transporting and withdrawing goods to and from berths, warehouses and outside the port\
