The transport capacity is determined by many factors, perhaps the most important of which are: transport area, weight of shipments being transported, ease and fluidity of transport used, and time required to carry out loading and unloading goods to and from transport unit. Means of transport play an important role in influencing the phenomenon of congestion and evacuating problems of bottlenecks in port because the flexibility of the maneuvers of transport units leads to an increase in rate of their turnover. If withdrawal from berth by means of transport is equivalent to unloading from ship on berth, as result the disappearance of the accumulation of goods on berths and the accumulation of ships in the port. When studying internal transport system in port, a distinction must be made between long-term and short-term. In long term, it is possible that the analysis does not show any serious problems in transport system, this means it does not represent the cause of bottleneck, due to the transport of goods can be carried out even at times when no work is taking place on ship, transportation can take place after ship leaves berth, which may reflect that work was taking place in a coordinated manner between transportation system and ship's cargo handling system, at a time when transportation capacity was actually less than the berth's capacity. In short term, inconsistency between transportation system and ship%u201fs cargo handling system appears, and thus sides and places of shortcomings appear, which can take one of the following forms:1 -The transport capacity is less than capacity of the ship%u201fs cargo handling system, and therefore transport system is suffocation element.2 -The transport capacity is greater than capacity of the ship%u201fs cargo handling system, and therefore the ship%u201fs cargo handling system or berth%u201fs capacity is what controls total rate of unloading on vehicles.
