An example of this can be seen in Figure 7-2. As can be seen there, four critical stakeholders for any HRD intervention are senior management, trainees, trainers, and the trainees%u2019 managers. The contributions of each are what they put into the intervention (e.g., time, money, time away from doing other things). The inducements are what is taken out or received from the training.%u2022 Nickols states that not every level of the Kirkpatrick framework for evaluation is of similar value to each stakeholder group. So, not every stakeholder group may be satisfied, even when an HRD intervention %u201cmakes its numbers.%u201d Thus, HRD evaluation should be viewed as a negotiation process among multiple constituencies.
