Its council includes port managers who are familiar with the problems of daily work, in addition to the specialized ministers and governors whose governorates these ports are located in. The duties of this council are as follows:A- Planning, coordinating and preserving the marine environment without interfering or having direct guardianship over the port management.b- Clear planning of responsibility for each of the operations that take place inside the ports, and in particular with regard to the loss of goods during the period of their presence in the port, from the moment they disembark from the ship until they are handed over to its owner.C- Coordination of relations between representatives of customs, security, Supply and health representatives in a way that facilitates the work of guarding, customs clearance and release.d- Working on organizing import procedures and rules and simplifying the applicable customs rules and procedures.E- Working to support the production capacities to operate ports, whether public or private.Each port should have an independent authority to supervise all port-related activities, including navigational aids, handling, transport, storage, and other work related to servicing the ships affairs and goods until they leave the port, without the presence of conflict in terms of reference. In order to achieve the greatest possible launch and for each port to be able to carry out its responsibilities efficiently, this requires the provision of technical and administrative cadres, the preparation of the required professional and technical labor, and consideration of raising its efficiency through training, and providing the appropriate atmosphere for the exchange of ideas between the authorities and agencies dealing in the port, and looking into the development of maritime laws,
