The authority undertakes the tasks of supervising, drawing up the general policy of the ports and supervising its implementation, such as investment policy, planning, provision of employment and all research related to the development of state port services, within the general framework of state policy, and under the umbrella of its affiliated ministry, if any. This body exercises its policy on the basis of the authority granted to it, and its goal is not to exaggerate the achievement of profits. This type has appeared in the port of Melbourne in Australia, and this administrative form has gained increasing popularity in the past years, especially in the United States of America and many developing countries that seek to develop and grow. Examples of these ports are the ports of Nicaragua, Peru, Singapore, Oslo in Norway, the Port of Clyde and the Port of London
