As for others, the value of the ports should not be determined based on the value of the services and facilities they provide only, but the development effects on the regions they serve must be taken into account, and therefore it is not necessary for the port to seek to make a profit. It should be noted that the aforementioned discussion about the nature and activities of port ownership made some writers differentiate between the fixed facilities that constitute the infrastructure of the ports and the related operation and maintenance, and the facilities and services of a commercial nature. The second can be undertaken by the private sector in order to benefit from the advantages of specialization and division of labour. Taking into account the need to increase coordination and cooperation efforts so as not to cause duplication of performance, high costs and low fees collected by the Port Authority.Third: Achieving community goals The goals of establishing ports in general and seaports in particular are varied and numerous. These goals can be viewed at the macro level from several aspects, and this can be shown as follows:1- National goals It is represented in supporting the national independence of the state and limiting the risks to which the trade exchange between it and the outside world is exposed as a result of it being under the influence of the special circumstances of the port state, which is outside its control.2- Economic goals There are many economic goals pursued by ports, but the most important of them at the macro level is to reduce the costs of imports, and to increase the competitiveness of exports through its impact on reducing shipping costs, whether dock costs or freight rates, but there are a set of other goals at the micro level that will be addressed later.3- Social goals Ports contribute to providing many job opportunities at all administrative levels, thus achieving many social dimensions, including reducing crime rates in society, as well as multiple economic dimensions, including reducing unemployment rates within society.4- Financial goals It is the net revenue due, represented in the difference between all fees imposed on ships and goods and the proceeds of cargo handling operations minus all costs associated with obtaining these revenues.
